“What is the single most important hurdle for Quebec’s chances to obtain the Olympic Games?”. I get that question all the time. Contrary to popular belief, the choice of the mountain for the Olympic skiing competition won’t be a deal-breaker for Quebec City.
The political and commercial strategy will determine if a bid will be successful in a bit less than 5 years. The amphitheatre (arena) will soon be built and the grassroots movement « j’ai ma place » is a great idea. Beyond Quebec City Mayor Regis Labeaume’s vision and resilience, I see 5 real challenges ahead for bid:
Quebec 2022 must build alliances and partnerships with key players in the rest of Canada
The Canadian sports world often illustrates the classic tale of the two ”solitudes“ between Quebec and Canada or between English and French. Why not see this as an opportunity rather than an obstacle? If athletes can do it, the country should be able to follow. To Jean Charest’s credit, he was the first Premier to endorse and finance the Vancouver Games. Alex Bilodeau became a national hero, no matter in which language his name was spoken.
Building bridges will be an essential and crucial strategy to avoid the bid disasters of the past, caused by political instability. Incidentally, between the bid era and the Games in Vancouver, Canada changed Prime Ministers three times and the city of Vancouver had four different mayors!
Use the timetable to gather an extraordinarily talented team
There are about 1000 days left before a bid for 2022 is officialized.
* Announcement of winner: Summer of 2015
* Bid book handed to IOC: 2013
* Formation bid corporation: 2011
…there is no time to waste!
Invest in a public information campaign, leading to a public consultation
A public consultation/referendum must be a proactive political action integrated into the bid strategy; Equipe Quebec must propose it and avoid the risk of having to hold one to guard against negative perceptions. Presenting the project in such a way will increase its credibility, it will allow different communities to have their input into the project and it will establish a clear and predictable investment target for sponsors and partners.
Create sophisticated international relations with members of the Olympic family
We often overlook the Panam Games but the organizational challenges for Toronto 2015 are quasi Olympic. Quebec’s team must look at Toronto 2015 as many of the talents, synergies and exchanges will benefit them shortly after the Panam adventure. Several brains behind Montréal ‘76, Calgary ‘88 and Vancouver ’10 will serve again for Toronto 2015 and Québec 2022. Alliance-building, sharing good practises and relations with events, organizations and sports federations, Canadian or global, foreign governments, sponsors: the list of things is extensive.
Quebecor must find a suitable Canadian media partner
It’s no secret that Quebecor wants to own or co-own an NHL team in Quebec City (it could soon be the case) and will want want to use its wide net of multiple platforms to benefit from owning the/some broadcasting rights to the Nordiques. However, Quebecor’s lack of experience in covering major sport events is a hurdle that should be remedied.
The Quebecor empire must find a media ally to bid for the broadcasting rights of Sochi 2014 and of Rio 2016. Such gesture will send a signal that it can work with in partnership with the rest of the country. If CTV was able to do it with Rogers, Quebecor can do it! Otherwise, it would be strange for Quebecor to own the rights for the Nordiques only to lose the ones ofr the Games to their competitors: CBC/Radio-Canada Sports.

« Quel est l’obstacle principal à l’obtention des Jeux olympiques à Québec? » est la question qu’on me pose le plus souvent. Contrairement à la croyance répandue, la montagne de ski ne sera pas un enjeu crucial. L’amphithéâtre sera construit et l’équipe de « j’ai ma place » fait actuellement un excellent travail. La mobilisation citoyenne : une excellente idée. Au-delà de ces bonnes nouvelles et dans la vision du maire Labeaume, voici pourtant cinq défis réels et actuels d’une candidature olympique de Québec 2022.
